Land Use Projects Updates

The River Parkway Trust participates in the public land use planning process for projects affecting the San Joaquin River and the 22-mile Parkway. This page is used to provide updates and information about the projects the River Parkway Trust is currently tracking. We encourage members of the public to get involved and make your voice heard!

Tapestry III Project - Located Between the Riverside Golf Course and Camp Pashayan

On February 18, 2022, the City of Fresno released a notice of availability and request for public comments on the Draft Environmental Impact Report for the Tapestry III Project. The subject property is located on the bluff between the Riverside Golf Course and Camp Pashayan. The Project applicant proposes to amend the City of Fresno's General Plan and rezone portions of the property that are currently zoned for a regional park and open space. The City of Fresno's Parks Masterplan outlines the significant need for more park space. The proposed project would reduce potential new park space by 15.30 acres. We are also concerned about the future impacts on Camp Pashayan, the Fresno County Horse Park, Riverbottom Park, and the San Joaquin River Restoration Program. The public comment period closed on April 4, 2022, and we will provide updated information regarding any upcoming public hearings about the project. CEMEX Rockfield Expansion Project

In June 2020, the River Parkway Trust first shared notice about the CEMEX Rockfield Expansion Project. CEMEX has applied for a new conditional use permit to continue mining operations near the San Joaquin River for 100 years. The expansion project would also allow excavation of hard rock to 600 feet deep at the Quarry site located adjacent to Ledger Island and Lost Lake Park. A public scoping meeting was held on June 24, 2020.
As of April 2022, the County of Fresno has not yet released a Draft Environmental Impact Report or the Scoping Summary Document. We anticipate that these documents will be released at some point this year. We will continue to track the project and provide updates as new information becomes available.
